Is filler capacity normally stated in kg/h or portions/min?

Both are used. Product weight is needed to convert accurately between mass flow and portion rate.

Why divide by operating efficiency?

The filler needs nominal capacity above accepted demand to allow for loading, casing changes, stops and rejects.

Does the result select a filler model?

No. Final selection also depends on recipe, particle size, vacuum requirement, portion accuracy, casing and line configuration.
